The Ministry of Finance has presented at session of the government predesigns under the budget-2010. According to this data, state programs on development of high technologies in new year will be cut down slightly – less than on 8 % from volumes of 2009 Thus the programs aimed directly on, will be reduced non-uniformly – from 5 % to 55 %.
According to the government press-service, in 2010 within the limits of a priority Development of high technologies is provided to realise nine federal target programs which volume of financing at the expense of means of the federal budget will make in 2010 132,4, or 92,4 % from volumes of 2009 (143,3 ).
We will remind that within the limits of development of a science and technologies following programs are realised: Global navigating system, Development of civil aviation technics of Russia for 2002-2010 and for the period till 2015, Electronic Russia (2002-2010) The federal space program of Russia for 2006-2015, Development of the Russian cosmodromes for 2006-2015, Development of a nuclear power industrial complex of Russia for 2007-2010 and on prospect till 2015, Researches and workings out in priority directions of development of a scientifically-technological complex of Russia for 2007-2012, Perfection of federal system of investigation and the control of air space of the Russian Federation (2007 2010) and National technological base for 2007-2011 Are provided also Development of electronic componental base and radio electronics for 2008-2015, and also infrastructure Development in the Russian Federation on 2008-2010.
Besides, the government confirms working out, since 2010, by one more - tele-radio broadcasting Development in the Russian Federation for 2009-2015 which volume of financing at the expense of means of the federal budget is planned in 2010-2012 at a rate of 10,8 annually. Till 2011 is planned to place in operation objects of digital tele-radio broadcasting of a network of the first all-Russian multiplex in 12 subjects of federation that will allow to keep a frequency resource of land tele-radio broadcasting in the Far East frontier zone in width to 800 km. Thus in Ministry of economic development and trade of Russia notice that the given program by this time is not confirmed yet.

Within the limits of the program under control to Russian Space Department the Global navigating system is provided, in particular, that in 2010 orbital grouping GLONASS will be finished to regular structure in number of 24 space vehicles of Glonass Th and the orbital and land reserve from five space vehicles is created. Availability of a navigating field of system GLONASS will be finished to 100 % in territory of the Russian Federation and on a global scale. Financing of the first of them next year, according to preliminary data, will be reduced to 31 % (with 4,5, the 2009 put in a budgetary list, to 3,1 ), the second - on 7 % - with 5,8 to 5,4 in 2010, thus, that in its passport for 2010 appears figure in 7,4
Sekvestrovaniju, according to predesigns of the Ministry of Finance, will undergo also under control Minobrnauki of Research and working out in priority directions of development of a scientifically-technological complex of Russia for 2007-2012 and infrastructure Development in the Russian Federation on 2008-2010. The Budget of the first is planned to cut down for 40 % (to 7,4 instead of specified in a budgetary list 2009 12,3 ), the second – on 5,6 % (with 5,3 to 5 ).
Representing at session of the government predesigns under the budget for 2010, the Minister of Finance Alexey Kudrin has noticed that now it is worked well enough though it will be studied in more details in September. Subjects of budgetary planning can submit to the Ministry of Finance the offers on distribution of budgetary appropriations to 2010 till August, 20th of this year. Besides, the head of the Ministry of Finance has reminded that all departments should analyse more carefully efficiency of the expenses on 2011-2012 and present the offers on their optimmisation by November, 1st, 2009
